READ ME FIRST
It is recommended that you read this section before you start work with the ETSWAP
application. The guide briefly explains the purpose of ETSWAP, its intended users,
the new functions in this release, brief instructions for getting started with ETSWAP,
some guidance on data administration, and a summary of the help given by ETSWAP.
What's new in this release?
The main features of this release of ETSWAP are:
For Aviation Operator users
- Operator can view and interact with payments for new entrant reserve
applications.
- Operator can create a list of contacts.
For Installation Operator users
- Operator can view and interact with payments for new entrant reserve
applications.
- Operator can apply for activity/capacity changes.
- Operator can apply for significant capacity reductions.

- User can ask an emitter for a determination extension when reviewing
emitter submissions.

- User can reissue permits or emission plans to a batch of operators.
- User can create subsistence fees for emitters.
GETTING STARTED
All eligible Installation Operators are required to register with ETSWAP.
- Go to https://euets.environment-agency.gov.uk
and, when the Welcome page opens, click Register a new stationary
installation.
- Complete the Register New Information form. The fields are
self-explanatory.
- Click Submit application .
The Register New Information form confirms that your application has been received.
Subsequently, you receive email confirmation of your registration request from ETSWAP.
- Confirm that all the details of the confirmation email are
correct. Then click the authentication link in the email.
- ETSWAP opens at the Installation Email Address Verified page.
It confirms that your email address has been verified.
Your application is reviewed by the Competent Authority. If your permit application
is successful, the Competent Authority creates a new Installation Operator user
and associates the new user to your Installation.
Once the new Installation Operator user is assigned, ETSWAP sends an Invitation
to the email address given on the application form. The Invitation contains a link
to ETSWAP and a temporary Password and
PIN for one-time use.
- Log on to ETSWAP, change your Password
and PIN , then start using ETSWAP.
User and data administration
User administration
When an Aviation Operator or an Installation Operator is first registered with ETSWAP,
the Competent Authority identifies a named individual within the organisation as
an operator user who is assigned initial administrator permissions. Thereafter,
it is the responsibility of this individual to establish other operator users for
the organisation as necessary, and to assign the appropriate permissions.
Data administration
When an Installation Operator is registered with ETSWAP, the data from existing
ETS forms is automatically uploaded into ETSWAP. It is strongly recommended that
Installation Operator users should check the data in the new ETSWAP forms to ensure
that it is correct.

These pages provide information about every page of the ETSWAP web site. The links
on this page open a separate browser in which help information about each page can
be seen within context.
Help is also provided by ? buttons beside certain
fields on the forms presented by ETSWAP as you work. The page and button help are
context-sensitive, which means that the help information for the page or form that
you are using opens when you click a ? button or seek
help on a web page.
ETSWAP provides context-sensitive online help:

ABOUT THE EU ETS
The European Union Emissions Trading System (EU ETS) is the European Union (EU)
cap and trade scheme for the reduction of greenhouse gas emissions by Aviation and
Installation Operators. Installations includes industries, such as production and
processing of ferrous metals, mineral industries, and pulp and paper industries.
The EU has set a cap on total amount of emissions allowed from all the installations.
The allowances are then distributed to all the installations in the scheme. The
operators may use all or part of their allocation of free allowances to surrender
against their reportable emissions. If the operator emits more CO2 than their allocation
of free allowances, they have the flexibility to buy allowances from the market
to cover the deficit. Conversely, where an operator emits less than their allocation
of free allowances, they can sell the surplus allowances to other operators.

ABOUT ETSWAP
EU ETS Directive 2003/87/EC requires Aviation Operators and Installation Operators
to participate in the EU ETS.
Purpose of ETSWAP
ETSWAP is the EA's web-based, greenhouse gas emissions planning, reporting and management
tool. It calculates the annual emissions of Aviation and Installation Operator from
data entered into the system by corresponding operator.
Users of ETSWAP
Competent Authorities (CA) - the EA, the SEPA, the
NIEA, NRW, and BEIS, who have the responsibility of maintaining, and ensuring compliance
with the EU ETS within their jurisdiction.
Aviation Operators - all aircraft operators assigned
to the United Kingdom, whose aircraft arrive and/or depart from any aerodrome within
the jurisdictions of the Competent Authorities at any time during an emissions trading
reporting year.
Installation Operators - all installation operators
assigned to the United Kingdom, who have their installation setup within the jurisdiction
of the Competent Authorities.
Verifiers - independent professional organisations
formally accredited by the United Kingdom Accreditation Service (UKAS) to conduct
verification reviews of emissions reports submitted by Aviation and Installation
Operators.
The users of ETSWAP comprise three main categories:
Aviation Operator users - individuals employed by
Aviation Operators, with the responsibility of creating and submitting annual emissions
monitoring reports.
Installation Operator Users - individuals employed by the Installation Operators,
with the responsibility of creating and submitting Annual Emission reports.
Verifier users - individuals employed by a Verifier,
with the responsibility of reviewing and formally approving the monitoring reports
submitted by the Aviation Operators and Installation Operators.
Competent Authority users - individuals employed by
a Competent Authority, with multiple responsibilities.
The responsibilities of CA users include:
Reviewing and approving monitoring reports.
Managing emissions reporting periods.
Managing ETSWAP users within their jurisdiction.
Managing communications between ETSWAP users.
Managing non-compliances and subsequent penalties imposed on Aviation Operators
who fail to comply with the regulatory requirements of the EU ETS.
Inspecting Aviation Operators and Installation Operators.
Automatic ETSWAP functions
ETSWAP monitors all user activity and performs a number of automatic functions in
response to various conditions. These system functions run in background but become
visible to users when ETSWAP updates work queues and tasks, issues alerts, sends
emails and letters, and displays messages in response to system events.
Alert management
An alert is a message displayed by ETSWAP. When an alert is triggered, ETSWAP selects
an alert message from a set of templates, based on the condition that triggered
the alert. Data merging is performed if necessary, and the alert is sent to the
recipients defined by the alert trigger. The alert appears on the homepage of the
affected users the next time they log on to ETSWAP.
Emails
ETSWAP sends emails to a pre-determined, configurable, list of recipients in response
to user/application actions. When triggered, ETSWAP selects an email format from
a set of templates, based on the event that triggered the email. The fields of the
email are populated with context-correct data and the email is then sent to the
recipients defined by the trigger.
Letters
ETSWAP creates letters in response to user/application actions. When triggered,
ETSWAP selects a letter format from a set of templates, based on the event that
triggered the letter. Mail merge fields of the letter are populated with context-correct
data and the letter is then stored for later dispatch.
Form validation
ETSWAP applies strict validation rules to its web-based forms and informs users
of any errors detected in the form. Validation is performed in response to an event,
such as the submission of a monitoring report. During validation, the entire form
is checked to ensure that all mandatory fields have been completed and the value
of each field is correct in accordance with its validation rule. ETSWAP then displays
status indicators where appropriate.
If a validation check fails, or if a mandatory field has not been completed, ETSWAP
displays the first affected section of the form to the user, with all errors in
that section listed and/or highlighted.
If the form was being validated as part of another process (e.g. submission), successful
validation allows the process to continue.
Permissions check
When a user attempts any action, ETSWAP analyses the action and checks that the
user's role includes the permission necessary to perform the action. If the permission
is correct, the action is permitted: if not, the action is prevented and the user
is informed accordingly.
Audit log
ETSWAP detects and logs events that require subsequent auditing. Details such as
the name of the user, the auditable action taken, and the date and time of the event
are written to the server's audit log.
Event log
ETSWAP detects and logs exceptional events such as loss of connectivity to its database.
When an exceptional event occurs, the details are captured, categorised, and written
to the server's event log.
Configuration control
ETSWAP creates new versions of monitoring reports by automatically incrementing
the version number of the report each time it is submitted. The new version may
be minor or major, depending upon the workflow.

Instructions for use
All ETSWAP pages include information on the purpose of the page and detailed instructions
for its use. Similarly, all sections and fields of ETSWAP forms include detailed
instructions for use. Follow the section and field instructions to complete the
forms.
Basic architecture of ETSWAP
The many functions of ETSWAP are realised by standard arrays of pages.
- All users have a Homepage which provides access to the user's Work
Queue, and then to new or unfinished tasks that the user is required to perform.
General page navigation features
There is a tab at the top of each open ETSWAP page. If more than one page is open,
click a tab to view another page.
Each page has a zoom function indicated by three, upper-case A
characters of different sizes. Click an A character
to increase or decrease the screen resolution of the web browser.
Navigation Menu
This appears on the upper-left corner of many pages. It contain links to all the
functions available to the user from that page, depending upon the activity in which
the user is engaged (i.e. the Navigation Menu is context-sensitive).
Pop-up menu
Right-click on any page or form section to open a conventional web page pop-up menu.
Options that are not available are greyed out.
Getting help
Click Help at the upper-right corner of the page to
open ETSWAP's help information. Certain fields of the ETSWAP forms offer additional
help by means of the ? button.
Logout
Use the Logout button at the upper-right corner of
the page to log out as a user of ETSWAP. This restores the Log on page so that you,
or another user, can log on again when required.
Form navigation
All ETSWAP forms have a section menu at the upper-right corner of the form. The
menu provides immediate access to the other sections of the form.
There is also an Accessible Version link at the upper-right
corner of all form pages. The link offers the option to open a screen-optimised
version of the form for enhanced visibility (but with a slower response).
When working on a form section, use the Tab key to
move downward from field to field in the conventional manner.
Standard buttons
All ETSWAP forms have a standard set of buttons for common functions:
- Print - click to print the open section
as a portable document format (PDF) file.
- Save Form - click to save the current
content of the form. Use this button at any time to save your most recent entries
and changes to the form.
- Close Form - click to close the form.
The Close Form dialog box opens, prompting you to confirm your action.
- Next Page - click to open the next
section of the form.
- Previous Page - click to open the preceding
section of the form.
- Spell Check - click to perform a spelling
check. The Spell Check dialog box opens, allowing you to conduct a spelling check.
- OK - click to confirm an action or
entry.
- Cancel - click to cancel your last
entry or action on the form.
Keyboard shortcuts
There are keyboard shortcuts for the buttons on all ETSWAP forms, and for buttons
in certain dialog boxes. To use a shortcut, press the Alt
key and the corresponding alphabetic key simultaneously.

Searching ETSWAP
The ETSWAP databases are populated with records of many types. When used, this information
is presented to you as a series of tables which have a similar format.
When a record table is open, there are two methods of navigating the table:
- Navigate the records by using the page links.
- Search the records by using a filter.
Navigate the records by using the page links
- Use the Next link or type ALT+N to open the next page of the record table to find the
record that you want.
- Use the Previous link or type
ALT+B to open the preceding page of the record table
to find the record that you want.
- Click the red arrow in the Select
column of the record that you want to see. The search page is then populated with
the details of the selected record.
Search the records by using a filter
Navigating the ETSWAP records by using page links can be time-consuming. Filter
buttons at the top of the columns of the record tables allow you to speed-up your
search. A filter button is an icon that resembles a funnel.
- Click the filter button at the top of a table column. A Filter
Records Page opens.
- To search for text anywhere in the field, click Contains and, in the text field, type a word or some characters
that are included in the name of the record you want to find.
- To search for text at the beginning of the field, click Begins With and, in the text field, type the first characters
of the name of the record you want to find.
- Type a sufficient number of characters to distinguish the name
of the record from the names of other records.
- Click OK or type
ALT+O . The record table is restored, showing only the records you have
identified.
- Click the red arrow in the Select
column of the chosen record. The search page is populated with the details of the
selected record.
Performing a spelling check on a form
When you have completed a section of a form, you are advised to perform a spelling
check before leaving the section.
- Click Spell Check .
The Spelling Check page opens.
The text field highlights, in red, the first unknown or misspelled word detected
by the spelling checker.
The Suggestions list offers alternative words obtained
from the internal glossary of the spelling checker.

Using the simplified spelling checker
You must first perform a spelling check, as described in the Performing a spelling
check on a form section of this document.
If preferred, you can view a simplified version of the spelling check by performing
the following steps.
- Click Click Here For Screen Reader Friendly

The Screen Reader Friendly version of the Spelling Check page opens.
The Misspelled Word field shows the first unknown
or misspelled word detected by the spelling checker.
The Immediate Context field shows the sentence in
which the misspelled word occurs.
The Suggestions list offers alternative words obtained
from the internal glossary of the spelling checker.
- If required, click the Immediate Context field and use the
left and right arrow keys to read the whole sentence.
Using the standard spelling checker
You must first perform a spelling check, as described in the Performing a spelling
check on a form section of this document.
To replace the unknown or misspelled word with a word chosen from the
Suggestions field:
- Choose the correct word from the Suggestions
list.
- Click Replace or type ALT+R . The unknown or misspelled word is overwritten by the
suggested word and the Misspelled Word and Immediate Context fields show the next misspelled word
found by the spelling checker.
To replace all occurrences of the unknown or misspelled word with a word chosen
from the Suggestions field:
- Choose the correct word from the Suggestions
list.
- Click Replace All or type ALT+P . All occurrences of the unknown or misspelled word
on the page are overwritten by the suggested word. The Misspelled
Word and Immediate Context fields then
show the next misspelled word found by the spelling checker.
To ignore the unknown or misspelled word if it is correct:
- Click Ignore or type ALT+I . The unknown or misspelled word is not corrected. The
Misspelled Word and Immediate Context
fields show the next misspelled word found by the spelling checker.
To ignore all occurrences of the unknown or misspelled word:
- Click Ignore All or type ALT+G . The unknown or misspelled word is not corrected anywhere
on the page. The Misspelled Word and
Immediate Context fields show the next misspelled word found by the
spelling checker.
When the spelling checker cannot detect any more unknown or misspelled words, the
Spelling Check page shows the message Spelling Check Completed
.
Attachments
In ETSWAP, there are a number of instances where you are required, or have the option,
to attach an electronic file to a form. Often, the electronic file is a conventional
PDF, but other files such as Microsoft Word or Microsoft Excel documents, or even
digital images, can also be attached.
NOTE: The size of an attached file must not exceed 19 Megabytes.
To attach a file:
- Click Attach or type ALT+A . An Add Attachment page opens.
- Click Browse .
- Navigate to the electronic file that you want to attach.
- Select the file in the usual way. The directory path of the
file is shown in the attachment field.
- Click OK or type
ALT+O .
The selected file is uploaded to ETSWAP by a file transfer protocol (FTP).
After a brief pause, the Add Attachment page closes and the main page or section
is restored.
A message appears, confirming that the file is successfully attached (uploaded).
To find and read an attached file:
- Click Retrieve or type ALT+S . A dialog box opens, listing all the available attached
files.
- Double-click on the file that you want to open. The selected
file opens.
To delete an attached file:
- Click Remove or type ALT+R .
The attached file is immediately deleted from ETSWAP.
The message at the top of the page confirms that the file has been successfully
removed.
Passwords and PIN
The ETSWAP web site is a secure environment protected by the application of passwords
and personal identification numbers (PIN).
Passwords
ETSWAP passwords must contain between 16 and 100 characters and contain at least
one character from each of the following categories:
- Uppercase character
- Lowercase character
- Numeric character
- Special character []
Personal identification numbers
ETSWAP PIN must comprise exactly six digits. At least four of the digits must be
different, and the PIN must not include a series of six consecutive numbers (e.g.
345678 ).
Signature images
Some ETSWAP pages such as Prepare a Letter or Email and Send Letter require Competent
Authority users to insert a signature image. CA users who are authorised to send
communications must therefore create an image of their signature that can be used
for this purpose.
The signature image must be a bitmap (.BMP) file of exactly 240 pixels in width
and 140 pixels in height. The image must be stored at a known location available
to the user's Windows browser.
Inserting a signature image
ETSWAP forms that require a signature image include a Signature
Image section and a Choose File button.
- Click Choose File . The Create
User page is updated with the Upload Signature Image
field.
- Click Browse, navigate to the required BMP image file and click
Open .
- Click Continue. The Signature Image
section is updated with the directory path of the selected image.
- Click Submit . The Signature Image section is updated to show the selected signature
image.
Report management
ETSWAP supports report management functionality which allows Competent Authority
users to design customised report templates using SQL server reporting services.
The report templates are uploaded into ETSWAP and can then be used to generate reports.
ETSWAP WEB PAGES
The pages described in this section are available to all users.
Help
These pages provide information about every page of the ETSWAP web site. The links
on this page open a separate browser in which help information about each page can
be seen within context.
Help is also provided by ? buttons beside certain
fields on the forms presented by ETSWAP as you work.
The page and button help are context-sensitive, which means that the help information
for the page or form that you are using opens when you click a
? button or seek help on a web page.
Access Denied
This page informs you that your account has been disabled. It opens if you attempt
to log on to ETSWAP with a valid Username , Password and PIN code but
your account has been disabled.
Contact your system administrator for assistance.
Logon
This page opens when you visit the ETSWAP web site: it allows you to log on to the
site. When you log on, your credentials are authenticated by ETSWAP before you are
permitted to use the site.
The Welcome panel displays the fields necessary to
log on to ETSWAP.
The Information panel shows a list of active news
items about ETSWAP and the EU ETS, and contact links from which you can obtain assistance.
In the Welcome panel, enter your
Username and Password and click Login.
Your Username and Password are authenticated
by ETSWAP and, if accepted, the Logon page is updated to require you to enter
three digits of your six-digit PIN code.
The required digits are randomly chosen by ETSWAP and remain the same until you
successful log on to the ETSWAP.
Enter the stipulated three digits of your
PIN code, then click Login. When you
successfully log on, your homepage opens:
Operator User Homepage if you are a operator user.
Verifier User Homepage if you are a Verifier user.
Competent Authority User Homepage if you are a Competent Authority User.
If you enter an invalid Username ,
Password and/or PIN code more than three
times since your last successful log on, ETSWAP locks your account. See Account
Locked.
If you have forgotten your password or PIN, see Reset Forgotten Password.
Account Disabled
This page advises that you have tried to open a page of the ETSWAP web site for
which you do not have access, or you have attempted to perform an action for which
you do not have the required permission.
Contact your system administrator for assistance.
Reset Forgotten Password
If you forget your password or PIN, you can request ETSWAP for a new Password and
PIN. The system responds by sending an email which contains a link to the Set Password
and PIN page. You must reset your password within 24 hours of your receipt of the
email, otherwise the link becomes invalid.
To reset your password
- On the Log On page, click Recover Password
.
- Enter your Username .
- Click Send Email .
- Click OK. An email with the subject Recover Forgotten Password
is sent to your email address.
- Open the email and click the link. The Set Password and PIN
page opens.
- Enter a new Password (see Passwords
and PIN).
- Re-enter your new password to confirm.
- Enter a new PIN (see Passwords
and PIN).
- Click OK .
When you have reset your password and PIN, the link in the email becomes invalid.
NOTE: If you send another password request while the link in the previous
email is valid, ETSWAP sends another email containing a new link. The link in the
first email then becomes invalid.
Account Locked
This page informs you that your ETSWAP account has been locked by the system. The
page opens if you enter an invalid Username , Password and/or PIN code
more than three times since your last successful log on.
To unlock your account, you must change your ETSWAP password.
Contact your system administrator if you require assistance.
Terms and Conditions
This page displays your Competent Authority's official Terms and Conditions for
using ETSWAP in your user category. It opens when you log on to ETSWAP for the first
time. You must accept these Terms and Conditions before you can continue to use
ETSWAP.
Privacy Notice
This page displays your Competent Authority's official Privacy Notice for

Set New Password
This page opens:
- when you have successfully logged on to ETSWAP and the system requires
you to change your password,
- when you click Change my password in your home screen,
- when you click Reset Password or Reset
User Password in the Navigation Menu,
- when you click the link in a Recover Forgotten Password email.
Use this page to change your password and PIN.
- Enter your Current Details. Type your current password in
the Password field and enter the required numbers from your PIN.
NOTE: The section for Current Details will not be shown if you have just logged on
to ETSWAP with a temporary one-time password and PIN because you have already proved your
credentials by successfully logging on. Also if you clicked the link in a Recover Forgotten
Password email, then they are not shown.
- Enter a new password.
ETSWAP passwords must contain between 16 and 100 characters and contain at least
one character from each of the following categories:
- Uppercase character
- Lowercase character
- Numeric character
- Special character []
- Type your new password again to confirm it. Passwords are case-sensitive.
You must type them exactly, with the correct capitalisation.
- Enter a new PIN. Pin numbers must be six digits in length,
must contain at least four distinct digits, and should not be a series of six consecutive
digits.
- Click the Save button.
